cause

It serves every manifest with an empty extra field. so Constants.expoConfig is null on any OTA-launched build. This causes app's to not be able to query their own version number or other important data that the OTA manifests should've preserved.

fix

The fix is on both sides (the CLI and the server). The CLI should upload the resolved public config and the server should store it and emit it as extra.expoClient
