Adds full tr/de/es/fa locale files alongside en/ar, registers them with
i18n-js and date-fns, exposes them in the language settings picker, and
generalizes the RTL/hijri-comma logic beyond Arabic to cover Persian too.

The translations aren't perfect but they seem... fine. I'll merge this now and if something needs a fix that can be done later
